The UK is introducing new rules for venues to make things safer for the British Public.
While a rare occurrence, terrorist attacks can have devastating effects on public lives and a country’s population, as well as a country’s economy. With several smaller terrorist attacks throughout the years, alongside larger attacks such as the Manchester Arena attack in 2017, the government has opted to implement additional rules for venues and businesses accessible to the public to make things safer.
With the intent to improve public safety and crisis response, as well as increase resilience and preparedness against terror threats in crowded spaces, the government’s new Protect Duty, also known as ‘Martyn’s Law’, will require venues and public spaces to protect against terrorist attacks. Named after Martyn Hett, one of the victims of the Manchester Arena terrorist attack, ‘Martyn’s Law’ aims to make security preparedness and practices better and more consistent across the UK and hence better protect the British public.
...And Safety for All – How will Venues be Affected by Martyn’s Law?
Going forward, venues will be required to make the protection of attendees their top priority, with precise measures dependent on the size of venues and publicly accessible businesses. The duty will apply to locations with a capacity of 100 or more, encompassing arenas, concert halls, shopping centres, and large bars or restaurants.
Venues will have to conduct terrorist risk assessments, train staff, and introduce appropriate security measures including bag checks, metal detectors, or increased surveillance depending on the assessed risk for each venue.
Martyn’s Law will introduce a ‘Tiered System’ for venues:
- Venues with a capacity of 100 to 800 people fall under the 'standard tier' and must provide basic training and staff awareness.
- Venues with a capacity of over 800 people will fall under the 'enhanced tier' and will require comprehensive security risk assessments and response planning.
